Minister Patiño informed conclusions at the end of the Meeting of Minister of UNASUR

Once concluding the Council of Ministers of Foreign Affairs of the Union of South American Nations (UNASUR), on Thursday, Minister Ricardo Patiño unveiled to the media some of the topics that will be put to consideration upon the Heads of State of the Regional Body, in the session that will be held on Friday in Lima, where, President Rafael Correa will participate.
The Ecuadorian Minister highlighted the decision adopted in the UNASUR meeting, by appeal of the Ecuadorian government, to request to the General Secretary of the OAS José Miguel Insulza to convene a meeting of the States Party of the American Convention on Human Rights, to coordinate jointed proposals of reforms and strengthening of the Inter-American System of Human Rights. All the Ministers agreed that Peru, in its capacity of President Pre Tempore of the group, ask the General Secretary of the OAS, José Miguel Insulza, to convene the gathering mentioned between January or February of next year.
Plus, he explained the importance of creating a mechanism for solutions of controversies in matter of investment within the UNASUR framework. “We have spoken about this during the meeting, and decision that has been taken is that, as soon as possible, in the first half of next year, we must count with this mechanism”. He said.
In that sense, he manifested the urgency of implementing this initiative after the sentence dictated by the International Center of for Settlement of Investment Disputes (CIADI) in the Oxy Case, where they order Ecuador to pay 1.770 millions of Dollars to the enterprise for the termination of contract.
He also highlighted the proposal established by the General Secretary of the UNASUR, Alí Rodríguez, of executing a study where a defined strategy for the appropriate use and application of the natural resources of the region is created.
For this, a high level meeting, with experts and officials of the South American Governments will be held. He specified.
“So much time that each one has used natural resources in separate ways, sometimes competing for an international enterprise to come a take them, instead of making a jointed strategy to use the them appropriately and benefit one another as a whole” assured Minister Patiño.
