Minister Patiño informed conclusions at the end of the Meeting of Minister of UNASUR

Once concluding the Council of Ministers of Foreign Affairs of the Union of South American Nations (UNASUR), on Thursday, Minister Ricardo Patiño unveiled to the media some of the topics that will be put to consideration upon the Heads of State of the Regional Body, in the session that will be held on Friday in Lima, where, President Rafael Correa will participate.

The Ecuadorian Minister highlighted the decision adopted in the UNASUR  meeting, by appeal of the Ecuadorian government, to request to the General Secretary of the OAS José Miguel Insulza to convene a meeting of the States Party of the American Convention on Human Rights, to coordinate jointed proposals of reforms and strengthening of the Inter-American System of Human Rights. All the Ministers agreed that Peru, in its capacity of President Pre Tempore of the group, ask the General Secretary of the OAS, José Miguel Insulza, to convene the gathering mentioned between January or February of next year.

Plus, he explained the importance of creating a mechanism for solutions of controversies in matter of investment within the UNASUR framework. “We have spoken about this during the meeting, and decision that has been taken is that, as soon as possible, in the first half of next year, we must count with this mechanism”. He said.

In that sense, he manifested the urgency of implementing this initiative after the sentence dictated by the International Center of for Settlement of Investment Disputes (CIADI) in the Oxy Case, where they order Ecuador to pay 1.770 millions of Dollars to the enterprise for the termination of contract.

He also highlighted the proposal established by the General Secretary of the UNASUR, Alí Rodríguez, of executing a study where a defined strategy for the appropriate use and application of the natural resources of the region is created.

For this, a high level meeting, with experts and officials of the South American Governments will be held. He specified.

“So much time that each one has used natural resources in separate ways, sometimes competing for an international enterprise to come a take them,  instead of making a jointed strategy to use the them appropriately and benefit one another as a whole” assured Minister Patiño.

VIII Campus of Euro-American Cultural Cooperation develops in Cuenca

On Wednesday, the VIII Campus of Euro-American Cultural Cooperation was inaugurated. The event will be held until Friday in the installation of the University of Cuenca. The purpose is to propel, analyze and foment the existing ways of cultural cooperation among continents; innovate and open new dialogue spaces; stir up the transference of knowledgement, exchange of experiences, and construction of common projects to create new imaginary ones of cooperation in a direct a effective way.

The event opens a new space for analyzing and debating new ways of decentralized cooperation, being culture the focus point of the entire thing.

The debate is carried put through theoretical assistance, plenary conferences and specific workshops about different themes of special attention for the cultural scope.

The Organization is responsibility of Cuenca´s Mayoralty, The Organization of Iberia-American States for Education, Science and Culture (OEI), Interarts Foundation and thanks to the sponsorship of the Coordination Area 6 of the Ministry of Foreign Affairs, Trade and Integration; Ministry of Culture of Ecuador; Stage EP and the University of Cuenca.

Approximately 7000 people from different continents will participate. It gathers up 28 speakers, moderators, and orators. The working languages are Spanish, Portuguese, English and French.

Major Paúl Granda pointed out that the Patrimonial City is proud to be hosting such an important international meeting, after wishing the desired success, and that they stay of the illustrated guests is pleasant and for them to enjoy the magic of the city and the hospitality of its people.

The Campus initiated in 2000 and has presented 7 editions: Barcelona-Spain (October 2000), Cartagena de Indias – Colombia (December 2001), Sevilla – Spain (December 2003), Salvador of Bahía- Brazil (September 2005), Almado – Portugal (May 2007), Buenos Aires – Argentina (March 2009),  The Palms – Spain (November 2010).

Consulados Honorarios en Cuenca participaron de Simulacro

Honorary Consulates, foreign communities and personnel of the Coordination Zonal 6 of the Chancery participated on Wednesday in Phase Two of the simulation of large-scale in the event of an earthquake in Cuenca.

The event had the participation of 6 Honorary Consulates and foreign communities (Brazil, UEA, France, Peru, United Kingdom, and Canada) who made de evacuation of their installations. Many of them observed the process carried out by France en their respective consular points: French Alliance, and the French School Joseph de Jussieu.

After going around the installations of ECU 911 and CSC and observing the work dynamic, the Counselors and Coordinator of Zonal 6, Ana Lucía Serrano, held a meeting where they agreed to improve the prevention and preparation measures of the foreign community that resides in Cuenca. In the Coordination Zonal 6, the simulation was also held out, with the mass departure of around 60 people, both national and foreigners.

In addition it is worth mentioning that the Zonal Coordinator 6 is part of the Cantonal Council of emergency Operations (COE), with the main purpose of receipting communications received from foreigners and passing them on to the Chancery in Quito, and to the Diplomatic Corps of the involved countries in case of emergency.

As a result of the drill, around 55 thousand people were evacuated in the entire city in the previously expected sceneries, among them 25 public and private institutions and more than 400 schools around the city. Supposedly, 33 people were reported caught, 7 missing, 979 injured, and 19 deceased.

This project has been conducted since a year ago for the community of Cuenca and for foreigners based at the city. On May 23rd the first simulate was carried trough with other communities of foreigners, in that occasion 30.000 people were evacuated.

Ecuador participated in the Assembly of the International Criminal Court

Ecuador´s Ambassador in the Netherlands, Miguel Calahorrano, participated in the memorable act of the 10 years of the Assembly of the International Criminal Court, held on November 15th in La Haya. The diplomat emphasized the particular character of the eleventh session of the Assembly of States Parties for commemorating 10 years of the entry into force of the Rome Statute.

“Universality, does not only mean that all States are part of the Court, but that this looks at all latitudes on the planet, and to all of the crimes against humanity that occur at this very moment in the world, beyond political or economic interests, that are often overlooked by shameful realities for humanity, or lead to measure similar situations with different parameters,” said Ambassador Calahorrano.

In addition, among other relevant topics for Ecuador during the plenary, the financing of the Court was addressed, the process for implementing the reforms on the crime of aggression in the year 2017 as agreed in the “Kampala Conference of 2010 “, and finally, the understood complementarity as cooperation between the Court and States Parties to combat impunity and cooperation.

84 Ecuadorians are benefit from Scholarships in Israel

Fellowship holders were trained in issues of national interest, in Israel, with the purpose to meet their academic goals and thereby strengthen the professional training in the country.

The workshops address diverse themes like: social inclusion, natural resources and sustainability, education, leadership and labor rights, social communications, economic development, governability and local governance, Entrepreneurship and security.

These courses are sponsored by the International Cooperation Agency for the MASHAV-Development of the Israeli Ministry of Foreign Affairs jointly with the collaboration of the Embassy of Ecuador in Israel.

The Ministry of Foreign Affairs, Trade and Integration informs the the Embassy of Ecuador in Costa Rica, with the purpose of guaranteeing the attention to the compatriots who wish to communicate with the Embassy, habilitated the emergency phones 00 56 84103286 and 00 506 8718542.

These phone lines will remain available for the citizens until it is possible to resume normal activities in the Embassy, whose headquarters was affected days ago by a scourge that consumed a considerable part of its facilities.

UNASUR consolidates integration process in social projects

The Head of States of the South American Nations Unions (UNASUR) concluded on Friday, the meeting of the regional block in Lima, adopting 16 decisions that allow the south-American integration in social projects, especially in the eradication of chronic child undernourishment, the propel of the special protection system for the populations in vulnerable situations, the search of better access to public services and generating economic and productive opportunities for populations located in the border zones.

In the gathering, the following Head of States of: Ecuador, Rafael Correa; of Peru, Ollanta Humala; of Colombia, Juan Manuel Santos; of Chile, Sebastián Piñera; of Uruguay, José Mujica; of Suriname, Desiré Delano Bouterse and of Guyana, Donald Ramotar. As well as the Vice Presidents of Venezuela, Nicolás Maduro; of Argentina, Amado Boudou; of Brazil, Michel Temer and Bolivia´s Minister, David Choquehuanca; were present.

The presidents dialogues about the strengthening and collective defense of democracy in the region and the prevention of situations that affect the constitutional order. In that sense, President Rafael Correa emphasized that “The spurious Government of Paraguay will not be recognized”.

In the carried out plenary sessions held in Swiss hotel of Lima, all of the Presidents declared their firm commitment    with the principles and objectives of the Constitutive Treaty of UNASUR, as well as their decisive disposition of continuing working on the development of the political. Economic, social, cultural, energetic, environmental and infrastructure integration in the south – American region.

It is privilege to work in 31 emblematic projects with an investment of 17 billion dollars to improve the connection of spaces of South America, especially in rural areas and in the border, and will be monitored on a continuing basis with a maximum term of 10 years.

On the other hand, the Presidents of the South – American Body agreed on the necessity on gathering efforts towards a planning process of regional integration, based on an shared strategic vision that heeds the enormous potential of natural resources, biological diversity, the cultural and human richness that the region has.

Another decision that was taken and was a symbolic meaning for the Andean peoples is the promotion of the year 2013, as the “international year of the quinua”, welcomed by UNASUR with the purpose of developing its consumption and promote the valuable nutritional potential of this cereal, which cultivation in also an important way of economic inclusion of the farmers.

Foreign Ministers of UNASUR meet in Lima

Ministers of the Union of South American Nations (UNASUR) are gathered on Thursday in Lima to analyze the integration in the political. Social, touristic, human rights, health and defense scope. They also discuss the documents that will be analyzed in the VI Ordinary Meeting of the Council of Heads of State and Government of the agency, in which President Rafael Correa will participate.

During this working day. The Ministers will also address the regional integration process with special emphasis in democracy, social inclusion, as well as projects and initiatives that aim to the construction of south-American citizenship and the citizen participation.

In addition, they will consider the work accomplished by the Health Council, Social Development; Energy; Defense; Infrastructure and Planning; Education, Culture, Science, Technology and Innovation; World drug problem; and Economics and Finance.

Peruvian Minister of Foreign Affairs, Rafael Roncagliolo, presides over the meeting in which Ministers from Argentina, Bolivia, Brazil, Colombia, Chile, Ecuador, Guyana, Peru, Surinam, Uruguay and Venezuela participate.
